Senior Business and Readiness Analyst

Performing and participating in engagements; specific experience in one or more key project areas; demonstrated ability to provide guidance and direction for specific projects or sub-tasks; and increasing responsibility in design, implementation, and management of projects. The person in this role must provide expert-level knowledge and experience on the California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS), its interfaces, and its interface partners; direct experience working with SAWS and MEDS, including serving as a liaison to facilitate programmatic design discussions and decisions; supporting pre- and post-go-live activities; and understanding of H.R. 1 policy changes and an in-depth knowledge of the Affordable Care Act programs and ability to assess the impact of proposed programmatic system changes. He or she must be able to work individually and on teams to support the completion of project specific tasks within estimated time frames and budget constraints and interface with the client on a day-to-day basis. In addition, he or she must apply their specific expertise to the practical issues they identify or those presented by the State. He or she also helps to formulate solutions; prepare reports, studies, and documentation; and support presentations and client meetings.

 

Position responsibilities may include, but are not limited to:

  • Providing expert-level skills and knowledge of the CalHEERS and Interface partners, specifically in system design and testing. 

  • Providing a broad range of expert-level services related to project management, technical and functional support, testing, and change management.

  • Reviewing and evaluating "current state" and "future state" processes, roles and technology with the objective of understanding the gaps between each state and developing communications that assist executives, managers and staff to understand the impact of the changes

  • Identifying and analyzing issues and providing resolution of complex IT problems that arise among CalHEERS, the Interface Partners, and other stakeholders.

  • Understanding CalHEERS requirements and designs to help identify issues.

  • Facilitating CalHEERS sessions to help identify issues that impact the business requirements, procedures, training, and organizational changes.

  • Documenting complex issues related to system changes in a timely manner, with sufficient detail and clarity for the consortia to complete impact analysis.

  • Preparing job aids, training materials, and communications to support system go-live activities and readiness for end users.

  • Participating in various System Development Life Cycle (SDLC) processes, including iterative and agile methodologies.

  • Leading and facilitating meetings on open, outstanding policy items, action items, and issues and helping bring them to closure.

  • Identifying and monitoring project action/decision items, risks and issues.

  • Preparing and delivering ongoing Knowledge Transfer and any updates, as applicable.

MANDATORY REQUIREMENTS

  • Bachelor's degree in Engineering, Computer Science, Information Technology, or related plus 5 years’ experience as a Business Analyst or related. May substitute years of comparable experience for bachelor’s degree.

  • Five (5) years’ experience:

  • Providing project, technical, or functional management support on a large-scale (over $10M, 1,000+ users, and multiple locations), mission-critical IT projects

  • Providing recommendations on requirements, systems analysis and design documentation, and system change management processes, in all phases of the SDLC.

  • Performing requirements analysis and design documentation review.

  • Performing system change management processes.

  • Working on Federal or State Health and Human Service IT projects such as State Welfare Medi-Cal projects, Statewide Automated Welfare System, or Medi-Cal Eligibility Data System or comparable.

  • Actively facilitating or participating in JAD sessions.

 

Highly Desired Experience

  • Deep understanding of and direct experience with eligibility determination for benefit programs including, but not limited to, Medi-Cal, CalFresh, TANF/cash aid, refugee assistance, and other social services programs.

  • Experience with the Affordable Care Act programs and ability to assess the impact of proposed programmatic system changes.

  • Experience with H.R. 1 policy changes.
