Senior Business Analyst

Performing and participating in engagements; specific experience in one or more key project areas; demonstrated ability to provide guidance and direction for specific projects or sub-tasks; and increasing responsibility in design, implementation, and management of projects. The person in this role must provide expert-level knowledge and experience on CalHEERS, its interfaces, and its interface partners; direct experience working with SAWS and MEDS, including serving as a liaison to facilitate programmatic design discussions and decisions; and in-depth knowledge of the Affordable Care Act programs and ability to assess the impact of proposed programmatic system changes. He or she must be able to work individually and on teams to support the completion of project specific tasks within estimated time frames and budget constraints and interface with the client on a day-to-day basis. In addition, he or she must apply their specific expertise to the practical issues they identify or those presented by the State. He or she also helps to formulate solutions; prepare reports, studies, and documentation; and support presentations and client meetings.

 

Position responsibilities may include, but are not limited to:

  • Providing expert-level skills and knowledge of the CalHEERS and Interface partners, specifically in system design and testing. 

  • Providing a broad range of expert-level services related to project management, technical and functional support, and change management.

  • Identifying and analyzing issues, facilitating JAD sessions, and providing resolution of complex IT problems that arise among CalHEERS, the Interface Partners, and other stakeholders.

  • Facilitating CalHEERS requirements and design sessions to help identify issues that impact the business requirements, procedures, training, and organizational changes.

  • Gathering and documenting Business and Technical requirements for Interface partners.

  • Developing requirements traceability matrix, system design, configuration, architecture specifications, and flow diagrams.

  • Reviewing and evaluating "current state" and "future state" processes, roles and technology with the objective of understanding the gaps between each state and developing communications that assist executives, managers and staff to understand the impact of the changes

  • Documenting complex functional/technical issues related to system changes in a timely manner, with sufficient detail and clarity for the consortia to complete impact analysis.

  • Preparing graphic renderings of complex data to aid interpretation by stakeholders, such as flow charts, bar charts, etc.

  • Designing systems using various System Development Life Cycle (SDLC) processes, including iterative and agile methodologies.

  • Leading and facilitating meetings on open, outstanding policy items, action items, and issues and helping bring them to closure.

  • Identifying and monitoring project action/decision items, risks and issues.

  • Preparing and delivering ongoing Knowledge Transfer and any updates, as applicable.

 

REQUIREMENTS: 

  • Bachelor's degree in Engineering, Computer Science, Information Technology, or related plus 5 years’ experience as a Business Analyst or related. May substitute years of comparable experience for bachelor’s degree.

  • Three (3) years’ experience providing:

    • Project, technical, or functional management support on a large-scale (over $10M, 1,000+ users, and multiple locations), mission-critical IT projects

    • Recommendations on requirements, systems analysis and design documentation, and system change management processes, in all phases of the SDLC.

    • Actively facilitating or participating in JAD sessions.

  • One (1) year of experience working with:

    •  Federal or State Health and Human Service IT projects such as State Welfare Medi-Cal projects, Statewide Automated Welfare System, or Medi-Cal Eligibility Data System or comparable.

 

Highly Desired Experience:

  • Deep understanding of and direct experience with eligibility determination for benefit programs including, but not limited to, Medi-Cal, CalFresh, TANF/cash aid, refugee assistance, and other social services programs.

  • Working with the Affordable Care Act programs and ability to assess the impact of proposed programmatic system changes.

  • Direct CalHEERS experience.

QA Imaging Technical Lead

The QA Imaging Technical Lead will provide technical support and advice to the QA Technical Manager, Consortium, and Counties.  Activities may include, but are not limited to:

  • Reviewing the Imaging Vendor Deliverables and work products with a focus on technical and operational industry standards and project specifications.

  • Providing technical support for review of the CalSAWS System and Imaging Vendor responsibilities.

  • Ensuring adherence to the technically related processes and procedures documented in the project plans.

  • Identifying, recording, and escalating risks and issues as appropriate, and making recommendations for issue resolution/escalation tracking.

  • Monitoring the overall success of the CalSAWS Imaging technical solution.

  • Understanding and reviewing the overall CalSAWS Imaging solution including infrastructure, cloud environment, configuration management, data management, networks, and applications to ensure adherence to requirements.

  • Validating system sizing and performance metrics and assumptions.

  • Tracking of industry changes in technology and their effect on CalSAWS.

  • Reviewing and analyzing all aspects of Imaging Security.

  • Reviewing all application software releases involving software or configuration changes.

  • Verifying and validating Imaging change requests for system settings.

  • Reviewing and recommending improvements to Imaging standards and procedures.

  • Updating QA and Consortium management on deviations from imaging requirements.

  • Recommending potential upgrades to ensure performance remains within defined Service Level Agreement parameters.

REQUIREMENTS: 

  • Three (3) years of experience analyzing, designing, and/or implementing imaging solutions in a lead role.

  • Two (2) years of experience with large-scale scale system with over 1,000 users. 

  • One (1) year of experience with imaging solution architectures similar to software being implemented (i.e., Hyland).

Highly Desired Experience:

  • Experience in design and testing of imaging solutions for eligibility systems in a systems integrator or QA role.

  • Experience with technical analysis and/or support of multiple imaging solutions similar to the software being implemented (i.e., Hyland).

QA Imaging Business Analyst/Tester

The QA Imaging Business Analyst/Tester is responsible for analyzing functional application requirements and their execution within the CalSAWS application, imaging solution, and/or subsequent SCRs; assisting with the development and review of requirements and design documentation; reviewing release notes and other materials related to new releases; reviewing and supporting the QA imaging test activities for complex changes and monitoring changes implemented. This position must have or quickly gain a broad understanding of the entire suite of CalSAWS core and ancillary functions and the imaging solution functions. The QA Imaging Business Analyst/Tester responsibilities may include, but are not limited to:

  • Participating in imaging solution and CalSAWS integration analysis and design sessions to provide input and support for the Consortium.

  • Reviewing the Vendor Deliverables with a focus on meeting the functional application requirements of the imaging solution.

  • Tracking changes and corresponding requirements across imaging and multiple programs and reviewing the DD&I Requirements Traceability Matrix.

  • Reviewing and analyzing the change request deliverables and work products to determine the viability of the scope, level of effort, resources, schedule, budget, workflow, reporting, and impact to county business operations and on the existing M&O work plans.

  • Reviewing, analyzing, and tracking the conversion plans and outcomes related to converting imaging source systems’ data/images into the new imaging solution and data lake.

  • Reviewing and preparing scripts for independent (including converted data), UAT and/or regression testing, particularly for complex scenarios or changes between imaging solution and the CalSAWS application.

  • Supporting or reviewing results of independent, UAT and/or regression testing to determine whether all functional requirements have been met.

  • Providing recommendations regarding the readiness of the imaging solution for production.

  • Reviewing imaging release notes and other release documentation or training materials.

  • Analyzing and/or developing imaging and business process solutions, sometimes in the absence of an automated solution, to support Consortium and County business operations.

  • Reviewing training materials, release notes, and highlights associated with imaging and a software release to ensure accuracy and quality of materials including identification of deficiencies and recommendations for improvement.
